This is being sent to you as background information regarding the burdens of local government.

              We are having a serious problem here in the City of Wayne.  It’s a battle to have the City Government remain solvent.  Due to years of neglect and incompetence the finances of the city have been ravaged.

           The response has been a millage for the city that will allow the administration to join SMORSA - South Macomb Oakland Regional Services Authority.

              Mayor Al Haidous, shortly after an audit of the finances began back in 2015,  took a seat on the County Commission as a County Commissioner.  He is now running again for election to that seat, and, unfortunately, is doing so unopposed.

              The previous administrations featuring previous Mayor Al Haidous and at least two city managers, seemed to have used a creative form of accounting.  They moved money intended for public safety around from fund to fund.  For years.  When it came time to pay the bill for Police, Fire and Emergency Medical services these three services came up short. 

           My wife, Bernadette Brock and our friends notably Sammy Willingham and myself recently held a Bowl-a-Thon and raised around $8500.00 to pay for much needed equipment at the Fire Department.  We are making arrangements now to have a similar activity for the Police Department.

           It’s unheard of.

            City Manager Lisa Nocerini and our new Mayor Susan Rowe completed the audit and found the problem.  The process has been corrected but the shortfall to these services remains.  The city is in debt and in danger of default on payments into the MERS (Michigan Employee Retirement System). 

Unbelievably citizens have come forward to work to pass a new millage called Proposal ‘S’.  The ‘S’ is for Safety.  It is a whopping 14 mills.  If passed we will have stabilized the city.

             County Commissioner Al Haidous is not interested in letting the cat out of the bag that he presided over this horrible situation.  The Commissioner would likely find it inconvenient to have it generally known that he essentially defunded Emergency Services and failed to ensure that equipment was not provided to the Police and Fire Departments.  It would be unpopular to acknowledge mismanagement of our finances for at least a decade without detection. 

He successfully avoided public scrutiny by vacating his incomplete last term of office by snagging a seat on the Wayne County Commission.  He essentially abandoned his duties. 

To make matters worse he apparently engaged himself directly in opposing the new millage along with a small group United Auto Workers (UAW) here in the City of Wayne.  They reportedly held a shadow vote against the millage (though many of them do not live in the city and the UAW is against Emergency Managers).  Why are they working to condemn the city to bankruptcy?

              This puts the citizens of the City of Wayne in the bizarre position of fighting for Union Jobs in Police, Fire, Emergency and DPW against the United Auto Workers.

Why would a local union boss, a County Commissioner and two previous (retired City Managers) want to work together to purposefully attempt to force the appointment of an Emergency Financial Manager or undermine local government when we have the ability to take care of ourselves without wasting any more resources?

Additional Note :

          SMORSA addresses the failure of the Headlee Amendment to properly disburse tax monies to municipalities.  The City of Wayne is just one of many cities being destroyed by the inaction of the State.

           In addition SMORSA allows for action concerning the ballooning payments demanded by MERS.  Local firefighters have taken a 20% pay cut over the last couple of years yet demands for payments to MERS are expanding at an incredible rate.   A default in payment to MERS can trigger an Emergency Manager or some other State interference.
